Richard is one of Roofus' sons, found in Compound Factions, found only after you have returned the Set Square, received the Safety Certificate and passed through the gate.
How to Rescue[]
Richard is standing on some scaffolding in a grassy area nearby. He can be rescued by using one of the back wheels of the truck as a 'hamster wheel' to move the truck forward. Then, Roofus can leap from the grass mound to the truck, then to the scaffolding, and climb to the top using the ladders provided.
