It is found inside the Explosives Warehouse on the highest crate.
How to use[]
It is required to trade for a Safety Certificate inside a green beaver house across the warehouse. Hand it over to the Boss in the room, and he'll give you the Safety Certificate (though still believes you may have been the one who stole it in the first place).
